1) In a small saucepan cook onion and garlic in hot margarine or butter until tender. Stir in the chili powder, cumin, and ground red pepper. Cook for 1 minute. Brush half of the onion mixture over chicken.
2) Grill chicken on the rack of an uncovered grill directly over medium coals for 12-15 minutes or until chicken is tender and no longer pink, turning and brushing once with remaining onion mixture halfway through grilling.
3) Discard any remaining onion mixture. (Or place chicken on the unheated rack of a broiler pan. Broil 4 to 5 inches from the heat for 12 to 15 minutes, turning and brushing once with remaining onion mixture halfway through broiling). If desired, serve with the optional items.
